I had to look those places up on Google Maps, and if it's not lying to me, that's a 4000 km channel from a town on the Arctic Circle to a town in Kyrgyzstan. Knowing that makes the joke even more grim.

The places are identified correctly; however, Bishkek was known as Frunze from 1926 to 1991, so the overseer risks joining the workers.
